GERMAN HOSPITAL CLOSES INTERNATIONAL UNIT
Losses on international patients lead to closure of international unit at top German hospital.
Klinikum Stuttgart is one of the largest hospitals in the state capital, with 2000 beds, 7,000 employees and an annual turnover of 650 million euros.
After audits and investigations, the international unit that treated 5,500 patients a year has been closed down. New top management has been appointed. The hospital will still take international patients but it has cancelled deals with medical tourism agents, foreign embassies, overseas hospitals and governments.
Financial problems caused by the international unit led to losses. In 2014, a total loss of 24.563 million euros was generated, and 2015 saw losses of 27.6 million euros.
Auditors are still untangling the 2016 figures. Early findings suggests that for Libyan patients the unit has paid out 28.4 million euros and the bills due total 19 million - and Libya still owes 9 million. For a Kuwaiti contract the unit was due 7.1 million and has only had 5.4 million. It is not yet clear if the Libya and Kuwait figures are just for 2016 or for earlier years too. The auditors are still trying to untangle the details of why there is an amount of 13.4 million euros spent on directing, hotel costs, pocket money and food for patients.
One international contract was with the Kuwait Health Ministry to improve the medical services provided by the Razi Hospital for Orthopaedics. Auditors are unhappy about the contract as Kuwait is the court of jurisdiction, the contract is drawn up in Arabic and consultations were made without a call for tenders.
The lesson for international hospitals is to be careful on overseas government contracts that you will not get less income than you spend, and ensure that you will be paid on time.
